The Obama administration’s effort to create a new national ocean policy came under fire yesterday, as Republicans and business interests characterized the policy as an overreaching new bureaucracy that could create new restrictions at sea and on land.  Some members of the fishing and business community are concerned the administration’s new ocean-planning efforts, called “coastal and marine spatial planning,” could lead to a new system of zoning the ocean and reach far inland — overriding community zoning and planning and affecting everything from housing developments to farms…
