White House Office of Management and Budget Acting Director Shalanda Young and Office of Science & Technology Policy Director Eric Lander today issued a Memorandum for the Heads of Executive Departments and Agencies on multi-agency research and development priorities for the FY 2023 budget.
Under the priority for “Tackling Climate Change,” among other things the Memorandum calls on agencies to identify R&D investments that advance understanding of climate change and the development of mitigation and adaptation solutions, with specific priorities for climate science, innovation in clean energy technologies and infrastructure, climate adaptation and resilience, nature-based climate solutions for mitigation and adaptation, and monitoring and measurement.
In particular, the memorandum highlights areas including the pursuit of terrestrial, coastal, and ocean ecosystem protection and restoration to provide carbon sequestration and storage and enhance ecosystem and human community resilience, the importance of research to advance understanding of the societal and economic impacts of climate change, including with regard to human and ecosystem health, wildlife, and fisheries, and the need for investments in R&D and demonstration and deployment that supports floating offshore wind.
